Terms of Reference

The terms of reference of the Radio Spectrum and Technical Standards Advisory Committee (SSAC) are as follows:-

To advise the Director-General of Communications on:

1. the planning of the use of radio frequency spectrum;
2. the needs, establishment and maintenance of technical standards, including technical specifications for type-approval or compliance tests, related to the use of telecommunications and broadcasting equipment and the provision of telecommunications and broadcasting services;
3. the formulation of the strategies, policies and procedures for the testing, approval and certification of telecommunications and broadcasting equipment, as well as the management of radio frequency spectrum; and
4. the formulation of Hong Kong’s position at, and contributions to international and regional forums on issues related to technical standards of telecommunications and broadcasting equipment, testing, approval and certification of such equipment, as well as the management of radio frequency spectrum.
