Functions:
Regulatory Division 1
- Handling technical regulatory and related issues of fixed telecommunications services
- Handling technical regulatory and spectrum related issues of public mobile telecommunications services including 5G services
- Implementing the Government’s policy initiatives to facilitate roll out of 5G networks
- Managing Emergency Response System and investigation into service outage
- Managing the Emergency Alert System and providing support for dissemination of emergency messages with use of the system
- Providing support for dissemination of public announcements with use of SMS
- Providing support and engaging in special projects, such as the broadband speed test server
- Review of the use of telephone exchange sites
- Co-ordinating the use of land and government venues for installation of telecommunications infrastructures including radio base stations, hill-top radio stations, submarine cable landing stations and satellite stations
- Mobile coverage improvement and measurement in country parks and remote villages
- Providing single-point-of-contact service for landing, operation and maintenance of submarine cables and construction of cable landing stations
- Monitoring the implementation of measures to mitigate the risk of gas explosion in telecommunications manholes and backup power supply
- Updating technical guidelines/codes of practice on public telecommunications services and monitoring the compliance
- Administering the numbering plan, managing the special number arrangements and implementing relevant measures for efficient use of the numbering plan
- Reviewing requirements and handling matters in relation to number portability
Regulatory Division 2
- Handling licensing (including registration) and regulatory matters related to fixed and mobile network operators, services-based operators, localised wireless broadband service, wireless Internet of things, class licensees for public wireless local area network (WLAN) services, class licensees for offer of telecommunications services, etc.
- Assignment / re-assignment of spectrum for public mobile services including 5G services
- Investigation of suspected contravention and enforcement of licence conditions and regulations
- Review of regulatory regimes on interconnection and tariffs
- Monitoring interconnection charges and administering interconnection agreements
- Reviewing and enforcing regulatory accounting requirements for telecommunications services
- Providing legal support to the CA and OFCA
- Handling special projects and consultancy studies on various regulatory issues
- Providing secretariat support to the Telecommunications Regulatory Affairs Advisory Committee (TRAAC)
