    Functions:

    Development Division

    • Enforcing the Unsolicited Electronic Messages Ordinance (UEMO)
    • Providing technical support for the regulation of broadcasting services and facilitating roll out of domestic free television and digital audio broadcasting networks
    • Maintaining liaison with mainland/overseas regulators and international/regional organisations on communications matters
    • Providing IT services

    Finance Division

    • Providing financial management and accounting support services
    • Providing support in stores and procurement matters

    Administrative Services Division

    • Providing administrative services (i.e. personnel and appointment, general office administration and translation)

    Public Affairs Division

    • Manning enquiry hotlines and handling public enquiries
    • Handling media relations, general publicity and consumer education programmes and ad hoc publicity campaigns

    Consumer Affairs Division

    • Manning complaint hotlines
    • Handling complaints, following up with telecommunications operators and compiling complaint statistics
    • Providing secretariat support to the Telecommunications Users and Consumers Advisory Committee (TUCAC)
    • Providing housekeeping services to advisory committees under OFCA
