The Communications Authority launched its annual Consumer Education Campaign from September 2023 to March 2024. Under the theme of "Use Communications Services Smartly. Stay Vigilant against Telephone Scams.", the activities of the Campaign aimed to enhance public alertness to telephone scams and to provide the public with tips on smart use of various telecommunications and broadcasting services.
A total of four sessions of roving exhibition themed "Use Communications Services Smartly. Stay Vigilant against Telephone Scams." were held from October 2023 to February 2024. The purposes of the roving exhibition were to remind the public to stay vigilant against telephone scams and publicise useful information on smart use of communications services. The consumer information and tips were conveyed through the display of exhibition panels, broadcast of consumer education short videos, game booths and distribution of various publicity materials and souvenirs.

Communications services are an important part of the daily lives of the general public. In order to educate the public about smart use of communications services, four sessions of public seminar themed "Use Communications Services Smartly. Stay Vigilant against Telephone Scams." were held from November 2023 to January 2024. The following topics were covered at the seminars:

As part of the Consumer Education Campaign 2023/24, the Communications Authority commissioned Jumbo Kids Theatre to stage a roving drama named "Smart Communications Service User" at local primary and secondary schools. The topics covered by the drama performance are as follows:
Synopsis: | The story revolves around Ah Bo and his family who came across several incidents ‒ Ah Bo's grandma received a suspected fraudulent call; Ah Bo's father almost fell into an employment trap via SMS transmission; Ah Bo failed to protect his mobile phone data properly, nor did he know how to choose a 5G service plan or a mobile phone. Thanks to the warnings from Ah Bo's girlfriend Ah Ling, no one fell victim to fraud or suffered any losses in the end. Since then, all members of Ah Bo's family have become smart communications service users. |

Smart communications devices, such as smartphones and tablets, are commonly used by youngsters in their daily lives for learning, entertainment and social networking nowadays. In order to enhance their alertness to telephone scams and how to use 5G communications and data services smartly, the Communications Authority organised a series of school talks. The talks were conducted in Cantonese. Each talk lasted for 35 minutes followed by a 10-minute Q&A session. The topics covered at the talks are as follows:
