FIXED TELECOMMUNICATIONS NETWORK SERVICES LICENCE
TELECOMMUNICATION ORDINANCE (Chapter 106)

In accordance with General Condition 20 of the Fixed Telecommunication Network Services (FTNS) Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (collectively 'the company') hereby revises the terms and conditions under which it will provide the following telecommunications service with effect from 25th October 1999.

Payment by Phone Service (PPS) The service allows pre-registered users to use telecommunication access devices connected to the public telecommunication network to pay bills (e.g. telephone, electricity, gas bills, etc.). Note (1) :	Customer means a merchant using Payment by Phone Service (PPS) to collect bill payment from its customers."

All other General Conditions of Service and Special Conditions filed by the company to date remain unchanged.

SPECIAL CONDITIONS
SURE CONNECT

Sure Connect Service ("Service") is an ad hoc service specifically catered for the uncertainty situation arising from Y2k rollover. It is available to each Customer of Cable & Wireless HKT Telephone Limited ("CWHKTC") subject to these Special Conditions, the Special Conditions of Sure Connect, the General Conditions of Service of Cable & Wireless HKT International Limited, CWHKTC and Cable & Wireless HKT CAS Limited (together, the "Conditions"):

    SCOPE OF THE SERVICE
    • 1.1
      The Service support both local voice and fax communication provided by CWHKTC which have been Y2k ready.
    • 1.2
      Customers who apply for this service will be assigned new phone numbers, provided with new business DEL lines and phone sets which have been tested to be Y2k compliance. In addition to the provision of additional circuits, CWHKTC will assign priority call connection to these lines so that calls connection among these lines would be insured when facing the uncertainty arises during the Y2k roll over.

      The Service will operate until 31st March 2000.
  • 2.
    ACCOUNT REGISTRATION
    • 2.1
      To enjoy the Service, Customers are required to register with CWHKTC.
  • 3.
    PRICE
    • 3.1
      A once off set up charge of $700 per line will be levied. This does not include the installation charge, line rental and phone terminal rental.
  • 4.
    GENERAL
    • 4.1
      Customer is eligible to claim total rebate of the charges for this Service paid to CWHKTC if this Service does not function due to Y2k non-compliance of the lines. CWHKTC's liability shall be limited to an amount equal to the total value of fees paid hereunder and any claims must be made by the Customer on or before 30 April 2000. In no circumstances, shall CWHKTC be liable to the Customer in contract, tort or otherwise for loss of revenue, business, contracts, anticipated savings or profits or any indirect or consequential loss whatever.
    • 4.2
      If there is a conflict between the Conditions and the Special Conditions, the latter shall prevail to the extent of that inconsistency.
    • 4.3
      These Special Conditions may be translated into Chinese. The English version shall prevail if there is any discrepancy.

MegaLink VPN (IP-VPN Service B) - 1.5Mbps option

Service Delivery Time
Under normal circumstances, the service delivery time for MegaLink VPN CE is 28 days upon receipt of order.

SPECIAL CONDITIONS
BUSINESS IDD CHINA PROMOTION

Business IDD China Promotion ("Promotion") is available to each Customer of Cable & Wireless HKT Telephone Limited ("CWHKTC") subject to these Special Conditions, the Special Conditions of Gold Rate Call Plan, the Special Conditions of Super International Call Plan and the General Conditions of Service of Cable & Wireless HKT International Limited, CWHKTC and Cable & Wireless HKT CAS Limited (together, the "Conditions"):

      The Promotional Country Discount applies to International Calls made to the specified destinations 24 hours a day during the Promotion Period.

      For Customers registered under either of the Call Plans which provide discounts on International Calls, the Promotional Country Discount is the minimum rate to be applied and those Customers will not receive any additional discount on the Promotional Country Discount for calls made to the specified destinations during the specified time as set out above.
  • 4.
    GENERAL
    • 4.1
      If there is a conflict between the Conditions and the Special Conditions, the latter shall prevail to the extent of that inconsistency.
    • 4.2
      These Special Conditions may be translated into Chinese. The English version shall prevail if there is any discrepancy

1.	SCOPE OF THE PROMOTION
1.1	The Promotion applies to CWHKTC "International Calls" which include CWHKTC's IDD001, IDD002, IDD200 (calling card), Auto HK Direct, Call Me, International Toll Free, 0060/0062 calls and any other call types notified to the Customer by CWHKTC made by Customers registered under CWHKT's Gold Rate Call Plan and Super International Call Plan (the "Call Plans") to destinations as specified in the 'Promotional Country Discount' below.
1.2	The Promotion will operate from 1st November 1999 to 30th November 1999 ("Promotion Period").
2.	ACCOUNT REGISTRATION
2.1	All customers registered under any of the Call Plans before and during the Promotion Period can enjoy the Promotional Country Discount in respect of calls made after registration.
3.	PROMOTIONAL COUNTRY DISCOUNT
3.1	The following Promotional Country Discount is applied during the Promotion Period. Destinations IDD001/002/ 0060/0062 Promotional Country Discount per minute ($) Shenzhen 1.82 Guangdong 2.99 North China 3.71
3.2	The Promotional Country Discount applies to International Calls made to the specified destinations 24 hours a day during the Promotion Period.

FIXED TELECOMMUNICATIONS NETWORK SERVICES LICENCE
TELECOMMUNICATION ORDINANCE (Chapter 106)

In accordance with General Condition 20 of the Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (the Company) hereby publishes the following revision to its Special Conditions of Hello Phonecard Service China Route Promotion (formerly named as Golden Value Rates) with effect from 31st October 1999.

Clauses 1.1, 1.2, 3.1, 3.2 and 3.3 of the Special Conditions are deleted and the following substituted-

"1.1	The Promotion applies to all calls made by CWHKTC customers using Hello Phonecard (the "Phonecard") to the specified destinations during the specified time as set out in 'Promotion Rate' below.
1.2	The Promotion will operate from 1st November 1999 to 31st December 1999 ("Promotion Period").
3.1	The following Promotion Rate is applied during the Promotion Period: Destinations Promotion Rate per minute ($) Daily 19:00-24:00 Shenzhen 2.29 Guangdong 3.49 North China 3.99 "

All other Special Conditions filed by the Company to date remain unchanged.
