FIXED TELECOMMUNICATION NETWORK SERVICES LICENCE
TELECOMMUNICATION ORDINANCE (Chapter 106)


In accordance with General Condition 20 of Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (collectively referred to as "the Company") hereby publishes the revised tariffs under which it will provide the following service with effect from 18 February 2000.

CRS CA services


Note:--

CRS - general

1.1 CRS CA is the connection service for the home/school user end, while CRS 155 and CRS SP are the connection services for the service provider end. CRS CA (Service A, Service A+) and CRS 155 must be subscribed together as a complete end-to-end communication path in SVC mode of operation. For the optional PPP/PVC mode of operation, CRS CA (Service A, Service A+) and CRS SP must be subscribed together as a complete end-to-end communication path. CRS CA Service C and CRS SP / MegaLink Access SE (for UBR flat-rate CRS CA Service C only) must be subscribed together as a complete end-to-end communication path in either PPP/PVC or SVC mode of operation. The service is for transmission between home/school user and service provider only; it does not permit connection between home/school user and home/school user, nor service provider and service provider.

3.1 CRS CA (usage-based) Rental covers charges for one of the following basic CRS CA monthly usage :

3.1.1 For CRS CA Service A or Service A+:-
  • for CBR: 450 minutes of peak time plus 990 minutes of off-peak time
  • for UBR SVC: 16M cells during peak time plus 35M cells during off-peak time
3.1.2 For CRS CA Service C operating in SVC mode:-
  • UBR: 16M cells during peak time plus 35M cells during off-peak time
3.1.3 For CRS CA Service C operating in PPP/PVC mode:-
  • UBR: 768M bytes during peak time plus 1,680M bytes during off-peak time

3.2 CRS CA (UBR flat-rate) Rental covers charges for one of the following basic CRS CA monthly usage :

3.2.1 For CRS CA Service A or Service A+:-
  • for CBR: 450 minutes of peak time plus 990 minutes of off-peak time
  • for UBR SVC: unlimited usage for both peak and off-peak time
3.2.2 For CRS CA Service C operating in SVC or PPP/PVC mode:-
  • UBR: unlimited usage for both peak and off-peak time

5.1 For CRS CA Service A:

5.1.1 $220(usage-based)/$235(UBR flat-rate) per month is applicable only if the service provider commits in writing and pays for the Minimum Commitment Period (i) the Rental of CRS CA Service A circuit ends starting from the respective Service Commencement Date, and (ii) the Rental for the following minimum quantity of CRS CA Service A circuit ends starting from the respective specified review dates below whether or not the service provider orders or uses all the minimum quantity:
- a minimum of 10,000 circuit ends with the specified review date being the end of the first 6 month period commencing from the Service Commencement Date of the first CRS CA Service A circuit end, and a minimum of 20,000 circuit ends with the specified review date being the end of the first 12 month period commencing from the same Service Commencement Date.
5.1.2 The Rental per CRS CA Service A circuit end is $438(usage-based)/$453(UBR flat-rate) per month if the service provider does not make the commitment described in 5.1.1.

12.1 CRS 155 Rental covers charges for the following basic CRS 155 monthly usage

  • for CBR: 10,800 minutes of peak time plus 23,760 minutes of off-peak time
  • for UBR SVC (when connected to usage-based CRS CA): 576M cells during peak time plus 1,260M cells during off-peak time
  • for UBR SVC (when connected to UBR flat-rate CRS CA): unlimited usage for both peak and off-peak time

12.2 CRS SP Rental (operating in SVC mode) covers charges for the following basic CRS SP monthly usage

  • UBR (when connected to usage-based CRS CA): 576M cells during peak time plus 1,260M cells during off-peak time
  • UBR (when connected to UBR flat-rate CRS CA): unlimited usage for both peak and off-peak time

12.3 CRS SP Rental (operating in PPP/PVC mode) covers charges for the following basic CRS SP monthly usage

  • UBR (when connected to usage-based CRS CA): 27,648M bytes during peak time plus 60,480M bytes during off-peak time
  • UBR (when connected to UBR flat-rate CRS CA): unlimited usage for both peak and off-peak time

* Subject to OFTA's new network standard adoption

Special Conditions for
Residential Cell Relay Services (CRS)


B. CRS is a broadband transport service to be offered to service providers only. CRS CA is the connection service for the home/school user end, while CRS 155 and CRS SP are the connection services for the service provider end. CRS CA (Service A, Service A+) and CRS 155 must be subscribed together as a complete end-to-end communication path in SVC mode of operation. For the optional PPP/PVC mode of operation, CRS CA (Service A, Service A+) and CRS SP must be subscribed together as a complete end-to-end communication path. CRS CA Service C and CRS SP / MegaLink Access SE (for UBR flat rate CRS CA Service C only) must be subscribed together as a complete end-to-end communication path in either PPP/PVC or SVC mode of operation. The service is for transmission between home/school user and service provider only; it does not permit connection between home/school user and home/school user, nor service provider and service provider. Attempts to establish connection between home/school user and home/school user or between service provider and service provider will be considered a breach of the terms and conditions.

3. CRS 155 Service and CRS SP Service:

3.1 Link diversity feature is not included.

3.2.1 For CRS 155:
CRS 155 provisioned in respect of a specified premises of the service provider located in a PoP region must be ordered in multiples of 4 circuit ends.

3.2.2 For CRS SP:
The condition in 3.2.1 above does not apply to CRS SP.

In accordance with General Condition 20 of Fixed Telecommunication Network Services (FTNS) Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (collectively referred to as 'the Company') hereby publishes the tariffs, the terms and conditions under which it will provide the following telecommunication services with effect from 21 February 2000.

Special Conditions of Service


(a) The service is subject to the availability of network resources. Service can only be provided to areas that are covered by the fibre network, and therefore not available to rural areas such as outlying islands and hilltop sites.
(b) Minimum service period is 6 months.

SPECIAL CONDITIONS
ASIA 2000 & EUROPE 2000


Asia 2000 & Europe 2000 ("Promotion") is available to each Customer of Cable & Wireless HKT Telephone Limited ("CWHKTC") subject to these Special Conditions and the General Conditions of Service of Cable & Wireless HKT International Limited, CWHKTC and Cable & Wireless HKT CAS Limited (together, the "General Conditions"):

1. SCOPE OF THE PROMOTION
1.1 The Promotion applies to all 0060/0062 calls made by CWHKTC residential customers to specified destinations during the specified time as set out in 'Promotion Rate' below.

1.2 The Promotion will operate from 16th February 2000 to 16th April 2000 ("Promotion Period").

2. ACCOUNT REGISTRATION

2.1 No registration is required for the Promotion.

3. PROMOTION RATE

3.1 The following Promotion Rate is applied to 0060/0062 calls during the Promotion Period.

3.2 If the Customer registers under any call plans, then the Customer can enjoy the 0060/0062 Promotion Rate or the Call Plan Discount of the call plans whichever is the lower during the Promotion Period. The 0060/0062 Promotion Rate is the minimum rate to be applied and those Customers will not receive any additional discount on the Promotion Rate.

4. GENERAL

4.1 If there is a conflict between the General Conditions and the Special Conditions, the latter shall prevail to the extent of that inconsistency.

4.2 These Special Conditions may be translated into Chinese. The English version shall prevail if there is any discrepancy.
