The Office of the Communications Authority (OFCA) has been actively working with the Police and telecommunications service providers to implement various measures from telecommunications perspectives to combat phone scams. In order to disseminate anti-phone scam messages more comprehensively at the community level, and further increase the vigilance of the public, especially those elderly and disadvantaged groups of residents, OFCA has launched the District Anti-Phone Deception Ambassador Scheme (Ambassador Scheme) in January 2025. District Council (DC) members of all the 18 districts and their ward offices’ staff members were invited to participate as District Anti-Phone Deception Ambassadors, with a view to strengthening the dissemination of anti-phone scam messages at local level in a more comprehensive manner.

The Ambassador Scheme has received overwhelming support from DCs with the participation of over 150 DC members' ward offices covering all the 18 districts in the territory, and some 300 DC members and their staff members serve as District Anti-Phone Deception Ambassadors. The District Anti-Phone Deception Ambassadors will only carry out promotional and publicity work or activities for dissemination of anti-phone scam messages. They will not collect any personal data from members of the public.
