Functions:
Advisory and Spectrum Management (ASM) Division
- Managing the radio spectrum including conducting frequency planning studies for a horizon of five years, making available supply of spectrum for different wireless services and applications, update of Spectrum Release Plan and Frequency Allocation Table of Hong Kong
- Assignment of spectrum for use in radiocommunications systems
- Co-ordinating with the Mainland and foreign administrations on the use of spectrum and orbital positions for satellite services
- Coordinating OFCA’s representation in international meetings and conferences on spectrum issues
- Reviewing the efficiency of the use of spectrum by government users
- Handling applications and consents for Outer Space Licence and Space Station Carrier Licence
- Setting technical standards for telecommunications equipment and related policies
- Operation of the Hong Kong Telecommunications Equipment Evaluation and Certification Scheme and the Mutual Recognition Arrangement for Conformity Assessment of Telecommunications Equipment of the Asia-Pacific Economic Cooperation
- Handling applications and automating the processing for installation of radio base stations for public mobile services
- Reviewing and updating requirements in relation to radiation safety of radiocommunications installations, and handling the relevant enquiries and complaints
- Providing secretariat support to the Radio Spectrum and Technical Standards Advisory Committee
Enforcement Division
- Investigating radio interference
- Providing technical support on radio monitoring to OFCA and other government departments
- Enforcing the law against the illegal use and sale of telecommunications equipment, provision of illegal telecommunications services and commercial use of unauthorised decoders
- Conducting tests of suspected illegal radio apparatus
- Handling prosecution cases on suspected illegal radio apparatus and telecommunications in the Magistrate Court
Licensing and Support (LS) Division
- Licensing telecommunications systems for private services
- Handling licensing related matters in respect of maritime and radio amateur services as well as in-building telecommunications systems (covering satellite master antenna TV and hotel TV systems) and broadcast radio relay systems
- Facilitating in-building access by network operators
- Conducting measurements of non-ionising radiation
